The Government of the Solomon Islands has applied for financing from the World Bank towards the cost of the Solomon Islands Substainable Energy Project, and intends to apply part of the proceeds for individual consultant services. The services include the recruitment of an expert individual with the appropriate procurement background to act as Manager Commercialization of the Solomon Islands Electricity Authority.

The Commercialization Manager (professional utility financial accountant) will be appointed for a period of 3 years to manage the development and delivery of the commercialization program for the Finance Department working with the current Finance Manager. The Commercialization Manager Position would be a temporary position reporting to the General Manager and would be abolished at the end of the project.

The individual consultant shall meet the following qualification and experience requirements:

1. The Commercialization Manager (professional utility financial accountant) will be employed to manage the development and delivery of the commercialization program for the Finance Department working closely with the current Finance Manager. The Commercialization Manager position would be a temporary position reporting to the General Manager and would be abolished at the end of the project. The commercialization manager should have demonstrated experience with the World Bank procurement processes.

2. Applicants must possess as minimum requirement a Bachelors Degree in Accounting with 10 years experience or post-graduate qualifications in accounting with 5 years accounting experience in the electricity supply industry or similar environment.

3. Must be a CPA or a member of a recognized professional society

4. The Commercialization Manager should have demonstrated experience with World Bank procurement processes.

5. Must have proven managerial experience and working in the Pacific Islands region would be an add advantage.

The Manager Commercialization will be mobilized on full time basis on an 18 month contract, to be extended for another 18 months based upon performance.
