The Government of the Solomon Islands has applied for financing from the World Bank towards the cost of the Solomon Islands Substainable Energy Project, and intends to apply part of the proceeds for individual consultant services. The services include the recruitment of an expert individual with the appropriate procurement background to act as Manager Commercialization of the Solomon Islands Electricity Authority.

A General Manager will be appointed for a period of 3 years.. The initial appointment will be for 18 months, which would be extended based on satisfactory performance.

The General Manager will report to the Chairman and Board of Directors of SIEA, and will be responsible for a series of tasks including managing SIEA and reporting to the Board on the status of operations of SIEA, on a quarterly basis, coordinating all activities to ensure effecient and reliable operations of SIEA, oversight of the financial condition of SIEA, including auditing of financial statements, budgeting, and managing relationships with financial institutions, working with the Ministry of Mines and Energy, and other Government entities to provide required information and ensure compliance with all laws; and supervising the training of the Deputy General Manager role at the end of the contract.

The individual consultant shall meet the following qualification and experience requirements:

1. Applicant must possess post-graduate qualifications in electrical Engineering and Management

2. Must be a member of a recognized proffessional society

3. Must have at least 10 years experience in electricity supply industry

4. Must have proven work experience in electricity utility reforms and similar working environment

5. Experience with World Bank Procurement proceedures would be an advantage

The Manager Commercialization will be mobilized on full time basis on an 18 month contract, to be extended for another 18 months based upon performance.
